Is your bra more than 1 year old?
If yes, the elastic may be at the end of it’s life, we suggest you buy a new bra.

If no, we suggest you try a smaller back size.

Your straps are too tight, the underband should be the support. The straps are there to hold the cup in place, adjust to a comfortable length.
